I'll consider allowing you guys to own and operate businesses in game... if you can provide a realistic business model. You'll need to have the money to finance the start-up costs (which will vary depending on the complexity and variety of business) and you'll be required to source out employees.

Alternatively, I think investing in pre-existing businesses should also be acceptable.

This should serve as a jumping off point to prepare you for city management.
