They can be. Their particular creed has some tenets in it that more mainstream Christians cock an eyebrow at, and since they're often home-schooled and grow up isolated from "normal" children some of them can be pretty strange to converse with. Mostly, though, they're disliked because people don't appreciate having someone knock on their door and challenge their beliefs.

Spent five or ten minutes chatting with a Jehovah's Witness on my doorstep. I think I was starting to get through to him, but eventually he excused himself and moved on.
