i didnt do anything to my ruby.
there definitaly was a fire icon above the compass i got all the cut scenes except for fire, as they happened i wrote the name of the color said during it.

no dark or light is required for the quest

ill try goint to Rabao border in west altepa and see if it works there.

if I did have all the weather, one of the stones in latheine would be selectable, and would be named ??? right?

When you get all the elements, Carby pops up and is all "Follow me to LaTheine, lolz" or whatever.

You're missing Light weather, not fire, unless I'm missing somthing....

Light weather is not a requirement for the Summoner quest.
Next to that Light weather is extremely rare and I've only seen this pattern in Qufim (Which actually doesn quallify as outdoor region although Mazurka works there.) and Ru'Ann Gardens (Which requires you to have Sky access).
Orange is clear weather maybe since fire is red most of the time.
But since clear weather is the easiest to obtain I think orange is actually clear weather.
However I could be wrong.
I don't see Ice or indeed Fire.

It's been too long since I've done this quest to be accurate on the colors.

The weather you need for the quest is Heat, Lightning, Wind, Rain, Ice, Fire, and clear day. Clear day is the orange one, not heat. Heat is red.

Zoning from Korroloka worked for me a few months ago, so if there's a bug there it's a relatively new bug, and this is the first I've heard of it. If fire weather in Altepa won't give you Red, I don't think there's much more to do but go back through all the weathers just to make sure. I know you wrote them down, but the only reason I've ever seen someone have this kind of problem with the quest is when they missed a weather somewhere along the way.

Make sure you go to the right ??? in La Theine Plateau. There are TWO. The one you want is at G-6. It's surrounded by stone monuments.

Qufim Island is an outdoor zone. When one uses escape, it sticks you in an outdoor zone, right? Escape out of Delkfutt's Tower, where do you land? Qufim Island. I've never attempted to cast Escape in Qufim Island, but I'm pretty sure it doesn't work. If it did, where would it drop you? Port Jeuno? That would be nice.

Qufim is strange. It is an outdoor environment for most things, except the summoner quest. Maybe Carbuncle gets confused with Ru'Aun floating above Qufim.

That's how it goes sometimes. Nothing you can do about it but wait and hope. Though you could always farm nearby while you wait and just keep zoning back and forth. The Jungles get fire weather sometimes, too.
