Multiple 'vokes==multiple targets.
If one person is in heavy armour and chowing down on Crab and Fish, then you want them to be the ones taking the hits. They'll take less damage, survive longer, and allow the White Mages to focus their mana on keeping that one person alive. If the target is hopping between multiple people, then the White Mage has to keep all of them alive, at the same time, and the nontanks will be taking considerably more damage per hit than the dedicated tanker. Warriors won't be able to use Berzerk, Dark Knights won't be able to use Soul Eater, etc. etc. It gimps the melee's damage potential, and costs the mages more mana keeping the party alive.
All 'voke spamming==noone with a handy Provoke
There will come times in most parties, where either the Tank can't keep the attention of the mob, or, when the Tank can't survive the attentions of the mob. At that point, someone else, has to get the attention of the mob, most often by using Provoke. If they have been spamming provoke with the main tank, there is a good chance they won't have it ready for unexpected situations. That means a dead tank, or dead mages, or both.
I know, in the Dunes I've seen Screwdriver knock a tank into the red in a single hit. If someone can't pull the Pugil immediatly, then that tank is dead. If everyone has been spamming their Provoke, then there's a pretty good chance that there will be at least ten seconds until the first Provoke is ready.
I think there was another reason why nontanks shouldn't spam Provoke, but it escapes me at the moment.
One thing to remember about Provoke, is that the Hate generated by it decayes over time. The main tank can spam it to produce a fairly constant level of hate, but it will have specific times when the main tank will be low on hate, and a badly timed secondary Provoke will pull the mob off the main tank.
This gets to be less of a problem at later levels where Paladins start getting massive hate generators, such as Fash and Cure II-IV, but by that point, nothing's pulling the mob off a good Paladin, short of a concentrated nuclear bombardment, and even that's debatable.
And back onto the original subject, I just got a chance to see the equipe animation for a Tarutaru Monk. That's actually pretty cool. Instead of reaching around to grab one graple from each side, Taru will grabe the one on the right side with their right hand, reach across, grab the one of the left side, (so they have both in their right hand), then tosses one grapple into the air, and catches it with their left hand. At least I think that's how it works. I didn't get a clear view of it, and I wasn't paying close attention, until I saw them toss their left hand grapple into the air, and catch it on the way down.

Addendum: On a side note, I actually can see a new Red Mage not knowing what Enfeebling Magic actually reffers to. All the spells as listed under White or Black magic, and don't directly reffer to an "enfeebling" magic skill. I know when I tried Rdm for a time, it took me a while to realize that Blind and Dia, while one was Black magic, and the other was White magic, were both based off of the same magic skill. There are a lot of things not always explained in the game.
