When you have a positive reputation here (look at your Reputation under your name on the left side) you can either give or subtract reputation to other forum users using the "Add to this user's Reputation" button on the lower left corner of each post.

The amount of Reputation that you give or subtract from a user is based on your own Reputation score - so the higher your reputation, the more impact you have when you do this.

I don't know if you can alter someone's Reputation with 0 Reputation( but I doubt it).
