    Is this intentional, broken script, or a malicious attempt at hijacking the site gone wrong?

                      You should always have access to multiple browsers unless there's legitimate security reasons not to. Anything else is just inexcusably bad management.

                        On that regard I'm solely responsible for our call center department having adopted Chrome as their default browser.

                          last place i was at we could only use IE because our EMR would only cooperate with it. (Don't know enough IT to know specifics) Also, we were consistently 2 releases behind on that front, too. IE 9 came out, we were still on IE 7 because that was what GE was currently compatible with.

                            That's actually not true, because the pieces that go into the system must be able to play nicely, and FF does NOT work very well with many enterprise software (contrary to popular belief) If you have to keep shoveling additional pieces of software into the system and ignore possible security holes being generated from that, then you're not a very good IT manager... it all depends on the situation, the kind of work you deal with and how little (or how much value) you place on things like a second web browser.
