Mirc, Kazaa, streamload, bitorrent and other P2P programs. It isn't advisable to dl them with a 56k connection though since it takes forever. Other ways is to join a anime trading ring or check out forums for trading posts.
if you join some anime club or something maybe someone there would have it. (id be too scared to join one personally cause they are filled with a bunch of freaks O_O)
searching for excel saga on Kazaa just got me 220 results, its popular enough that you won't have a whole lot of trouble collecting the episodes if you have a broadband internet connection
I would recommend using Kazaa Lite, and if that does not work, try using Direct Connect or MIRC and find someone that will send you the files
another option is to purchase or trade cd-rs with the episodes on them, a few such services exist on the internet, with costs usually around $3-4 per cd, or just materials and shipping if you have anime to trade

Eh, which rips have you been watching? The ones I had were damn near perfect quality. I don't know anyone who still has Excel on their computers, though.
