I don't know that Midgardsormr is the "best" server, but there is a solid core of several hundred NA beta testers on Midgardsormr (and those are just the ones I am aware of and know at least by name). As with all the servers, there are still lots of clueless people wandering around at the lower levels, so I don't know how much better your experience will be even if you jump servers, though I *can* say that it is possible to form a party of decent players in under an hour in all of the heavily crowded zones if you're patient and know who to invite.
The other thing to bear in mind is that as you gain in levels, the quality of players increases dramatically. People who are incompetent (I grouped with a red mage 2 days ago who insisted on casting Bind over and over again in a group, even after I explained why that is a bad idea, for instance *sighs*), tend to level slowly, and if their incompetence is acute, they stop levelling altogether. By the time you get to level 31 (very important level, since advanced jobs become available at 30), you should start seeing much smarter and experienced players, regardless of what server you are on.
