Removal of the MP-slip would be a good idea IMO, and would greatly increase the value of Summoners in general, and I don't think this would bring about a huge imbalance as long as the initial summoning cost was tweaked a bit.
However, setting each Blood Pact on an individual timer would be rather imbalanced. What would stop a summoner from brining out Garuda, hitting it up with predator claws, then switching to say Titan and using his lvl 70 ability?
I think, instead, each Blood Pact should have a some sort of level, and as such you can only use one of each level once per minute. It could be like this:
All the blood pacts up to the II spells could be considered Level 1 blood pacts, and you could only use one of those every minute. But afterwards, you could switch to the next set of spells, such as Garuda Blink or Ice Spikes, which would be level 2, and excetra.
This way, a Summoner could use all the blood pacts on a particular avatar in succession, but could not then switch to another avatar and unload with another ungodly attack. Of course, it would need to be tweaked thouroughly, and how many levels there are and how to sort each into their respective levels would need to be determined, but overall I think that would be much better than having every single blood pact on the same timer.
