Ok, I was doing some BCNM40 reading and people were talking about elemental seal + silence. This didn't make any sense to me. Maybe I'm wrong but isn't the success of silence based off of mind, and elemental seal raises int? If this is the case why would I elemental seal + silence?

elemental seal makes 1 spells non-resist. What ever magic you cast when the seal effect is on, will never be resist. That applies to every spell, you cast fire, it will do full damage, you cast enfeeble spells, it will stick.
the seal doesn't raise int or anything. There are painters who transform the sun into a yellow spot,
but there are others who with the help of their art and their intelligence
transform a yellow spot into the sun.

Elemental Seal won't punch through some types of resistance reliably:
- high level PLD enemies (Antican Princeps, for instance) will often resist Elemental Seal + Sleep or Sleep II.
- high level BRD enemies (most Sahagin, Yagudo Conductor, etc) will often resist Elemental Seal + Silence.
- Elemental Seal + <elemental spell> still won't always punch a spell past resistance if a monster is particularly strong against the element used (i.e. Water III on Crabs, Stone III on Worms, etc.)
- Elemental Seal + Anything won't always work on Ahriman-type enemies. As far as I can tell, they resist ALL magic at a very high rate, and Elemental Seal only helps somewhat.
There are other situational cases where Elemental Seal doesn't guarantee results, but Jei is correct that it does work 100% of the time as long as you avoid situations like the above.
