It's not such a bad result considering I am east coast.
It took about 16 hops to achieve which is quite a lot, regardless the ping is on par with most thus it'll be fine.
When I CSed in Cal-im and such, ping was so vital. A ping spread that was substantial enough (usually 50) would cause match circumstances to change so it would have to be rescheduled.
An ideal ping in CS ia anything below 50-60. That is subjective though. Many people will say that it doesn't matter and that anything below 200 is fine. But in the higher skill levels of CS it makes a huge difference because reaction is key and you need the ping to support you.
Final Fantasy XI will be different though. So I believe ~200 ping will be fine. It doesn't require millisecond reaction.

Sharky: Your average is 128 ms so you are in the 100-200 category but a it is a very low 100 value thus it is faster than most and very good.
tpstarcraft: Your final value is around 198 ms. You are also in the 100-200 category. Most people are in this category thus you are on par with most of the other users. This is a good relative value.
I'm still getting 330ms values from Italy and the loss is in the hop that makes the jump from europe and japan since i'm very far from Japan....

A: Simply stated, NO.
Ping is latency on the Net, and not your computer, therefore it can not be lowered. Latency changes every second on the Net, with the pulse of it's many users.
Lowering ping by adjusting RWIN is simply an urban legend and not true, as RWIN and ping use two totally different protocols.
If you lower MTU, the latency of your packets should improve, though your download speed will decrease as well. Some gamers prefer this course of action though.
A bad NIC, modem, etc., may also be the cause of high ping. These must be replaced by the user.
