Pretty sure Justice doesn't proc on WS. I don't generally bookmark this sort of thing (probably should huh) since they tend to be quick/easy/trivial tests, but I've seen that claim come up and be debunked in about 3 different Allakhazam tests already.
And yes, +crit only applies to the corresponding weapon.
There's basically 0 reasons to mainhand Justice in a Joy/Justice setup since 1) all your WS will be slashing type regardless, 2) neither weapon can proc their multi-hits in WS, and 3) in the case of Vorpal neither weapon has +crit to take into consideration.
