Like most charged items, it can't be recharged. Once it's used up you need a new one.

Sometimes, used items like that can be desynthed. Thats the best you're gonna get. I don't see any listing for it, but if you know a leathercrafter 50+, send it to them and see if they can stick a lightning crystal to it. As it is, its only fit for tossing or NPCing.Haggai
