For a more positive & informative response, I've commented on this mob & the item he drops on Allakhazam.
He is a level 36 HNM, but I have yet to fight him. He seems to be linked to the Leech King, another HNM in the maze. Both of these run on the same timer. I have fought the Leech King though. He drops a 300K-400K gil earring.
It spawns every 24-36 hours (in real time) and usually appears at 12 o'clock (game time). This is why you see so many high levels in Shakhrami Maze that stay there for hours on end.
The item he drops usually sells for 2.5 Million gil to 4 million gil, depending on the server you play on.
As stated on Allakhazam, I would take a party with you so that you have more chances of provoking him. As many JPs (solo & in a party) are waiting for him at all times. HOWEVER, take only people you trust! If you take some random person and it ends up he's an asshole & he wins the lot for it, he'll keep the charm and not give you a penny of it.Character: Faluzure

i would suggest learning how the hell JP players provoke so fast. I swear it's just plain insanity. One of my treks through shakrami i came across that sight near the door that rusty key opens. like 8 people all standing around a rock. I was intrigued about whats so special about this rock so i watched them a while. a few bats popped and were instantly provoked and killed then all of a sudden a PLD provokes with no monsters around and about halfway through the provoke Argus pops and its name is red as it's fading in. It is completey crazy. I've seen JP players do it with other NMs that have a tiny spawn area. they can provoke so instantly that the monster isnt even visible yet ...
btw, Argus is a hecteyes and it pops on top of the rock that everyone was standing around

I know how they do it, there is a game bug that lets you provoke/cast mage REALLY fast before the monster even spawns completely. I wont' reveal it though since not many people know about it still, im not even sure if its a bug, maybe it was set up that way.

There connection faster so they will see it a little less then a second then you so it will be just appearing on your screen and already red but was already on thiers for a bit. Also as the poster before said there is a trick to getting it as it spawning but still a japanese player will see it spawning before you.

Lool, i have no problem that you keep it a secret, thats what i would do either. But that you think its a feature that you can provokate a mob thats actualy not there is so idiotic
Maybe they just spam provokate on nearest NPC. The NPC is there after he spawned but is not visible now. So you can provokate him but cant see him.
Maybe Provocate works also with a name as target, dunno i never provocated up to now. Like when you enter Port Jueno and the system is loading all the people. Sometimes you cant see them but you are able to select them. Sometimes im also able to cast spells on "invisible" group members.
Whatever, i can understand that you keep your secret bug but to state that you think its a feature is something i cant read any more. Its the normal suggestion of all the bug users out there.

OT:
I have seen and heard of many times when a JP player will get a NM before the NA players even see it spawn. To me this is something that SE needs to address. I don't see why the JP players should get suchs a huge advantage over NA players for things like this.
Heck if I could get a NM that dropped something like this then I would have enough money to buy my top line equipment AND get most of my crafting up.

As far as the latency issue, I can almost always out taunt the Japanese in speed and I'm in the US :/ Now I dunno if my 56k modem is exceptionally fast or something...but I really dont see this as much of an issue. E.g. hunting Mee Deggi against a JP pld and a JP mnk.....I got the regular yag and NM pops about 80% of the time....in the argus room I was unmatched by all but this #@$%^ $%%# #$%%$#@ elvaan F war who taunted stuff before I could even target it with my taunt method. However, out of the hundreds of NM spawns I've waited for, I have only encountered this issue once, which to me seems like it could be a players connection, not just the latency....w/e im tired, lol...ill stop ramblingCalin - Ragnarok

The secret they might be talking about is that the monster will appear on radar before it appears physically, so if you see the red dot, and your macro is /targetnpc and then /ja provoke <t> you can get the monster.NM Record:

As you can see at my job i never realy provocated ^^
But does maybe /ja Provocate "Leeping Lizard" also work?
Then you just need to stay there and have a 3rd part program loop the macro all 50ms and you are just "Yet another cheater"

If you wanted to do it to lizzy you would have to do the following:
/targetnpc
/ja Provoke <t>
You could try
/ja Provoke "Leaping Lizzy"
But I don't know if that would work. Another way which is faster than provoke that whm's, paladins, and rdm's can use is.

/magic "Dia" <t>
Dia's casting time is faster than the motion for provoke.
