Simple question, I've allways seemed to reactivate my ID's at the start of the month. Do SE charge every 30 days, or every 1'st of the month?

Keep in mind that if you buy a new boxed set, you do get a 30 day trial period, so your first "paid" month is pro-rated for whatever days were left in that month.

And yes, neighbortaru has more forum gil than most of the people here (even me!), but he's been saving and letting it accumulate interest for a very long time. I doubt he'd even notice if you stole all 1 million+ of his visible gil from him, not that it'd be easy to do given his high Reputation rating.

More like the first of the month, but it depends on the region of your account too. NA accounts are billed on the first of the month, and when I've paid for a month of a friend's NA account, it posted on the 2nd or 3rd. My Japanese account always posts the billing around the 15th, meaning they bill around the 12th of the month or so. European accounts may bill on a different day even.
