There is a place in town to buy them, I'm not sure where it is in Bastok and San'Doria, but it's in the tower in Windurst Waters in Windurst.

Supposidly there is a girl by the auction house that you can buy them from

go to Port sandiora then go near the residential area and talk to one of those NPCs around it one of them will let u buy wp

And in Bastok, its in Port Bastok....some old dude sells them
