On the first computer the Motherboard suggested is a Shocking overclocker (if memory serves).

On the second computer your CPU and Mobo FSB's dont Match.

IMO The first computer is better...

As a P4 fan, I say get a 2.4 instead of a 2.8, and buy an Abit IC7, that way you can overclock to 3.3ghz with no troubles.

An 8mb cache on the HDD wouldnt go astray.

Make sure the 9800's a powercolor, because powercolors rock (slightly faster than most).

The IC7 is dual channel, so buy 2x256 Identical sticks for true power!

With those changes, your computer is a powerhouse.

(I cant comment on the prices because im Australian)

sure.. i guess athlons are cheaper but i'd go with intel if i had the money, so i'd stick to your orginal plan there. other than that, very nice. maybe more RAM depending on what your using it for? I'm on 512 and sure, its nice from 256 or so but its not enough..

Well about the power supply, it says it's AMD Recommended, but if you look in the link, it says:
ATX series power supply with 12cm big case fan are designed to have straight airflow. Great for dissipating heat! Pentium 4 Ready and AMD Approved. Model No. TTGI TT-400SS (400W) or SF-400SS. Retail box.

about the ram... I dunno yet, I'll probably do that... I dunno... what's the difference? Cant I just buy 512 later also? I'm thinking about it.. Cause I won't waste anymore money unless i REALLY REALLY do need to get more ram... but I won't ever go past 1-2gigs...

1 stick wont give you dual channel performance boosts. And if you want more ram later on, you can buy another 2x256/2x512 set. I dont see any reason why you would want 1x512, dual channel is very important, and its so easy, why would you give it up? (You wont need over 512 ram in gaming for a while yet)

If you want a different PSU to be on the safe side, buy an Antec, the TruePower series are hard to pass up, id go with 430-480 watt depending on your budget.
