In all the SS's we've seen, Scholar has been in bastok. Also their background story is heavily influenced by Bastok scientific studies and techniques. And though a Taru may have created the first concepts of the class, A taru taru Bst of all things, they were also the ones to throw it at the wayside upon it's creators passing. It was Bastokan theorists that reworked the concepts of combat tactics into the field usable class that we'll be receiving.

From what I can tell, this is another notch in Bastok's job belt >.>
