I think that's normal for PC games. Maybe you're just too used to the stretched texts in PS3 on HD TVs. I believe that's about 12 pt font. The default, btw, is 14 pt font, which might be large for some players, especially those with a smaller, low resolution monitor. It could also just appear to be small because of the kanji. If it's in english, it might look just right.

I have played ARR Beta on my 40" Samsung, and that is what the UI looked like for me, size-wise. So maybe it is from a larger screen at high resolution...
