Does AGI and DEX effect TA & SA?

Hello,Im new the the thief job. Im going to be LV 60 soon,and Im switching subjob to THF for SA,TA. I currently have Sniper Rings and Spike Earrings. Now what Im trying to find out is,does AGI effect TA and does DEX effect SA? Thanks in advanced.
