I can never keep track of bloodpacts. I am horrible at keeping time, so I never know how long I until I can use a bloodpact again. Is there anyway to tell what the timer is without having to have a avatar out?

There are, but these methods involve third-party programs which Square Enix considers a bannable offense.

Not using the system as it is. There is a plugin for a popular third party program, but I'd caution you against relying on something like that to time your BPs (in case it ever becomes unavailable). It's just one of those things you'll have to figure out the timing of as you go. Sort of like tanks who know when their Provoke (or other abilities) are up without checking the timer.
Since I used the spell list for most of my spells, I used to have my release macro equip a dark staff and wait 50 seconds, then echo to myself that blood pact was up. It worked pretty well if I forgot it wasn't ready soon. But obviously, I couldn't use any other macros while using it.
Edit: And yeah, the blood pact timer on the windower is hit and miss now. Sometimes it works, sometimes it doesn't. It's really best to just do a lot of things on SMN to try to get a feel for it.

Outside of the now-broken BloodPace, there's no way outside of echos to check your BP timer without an avatar out. Typically, what I do, mostly when spamming 70-pacts, is rest right after each BP for two tics. This keeps a reliable amount of mp up and your BP should be ready if you summon right away depending on if you wear enough BP- gear.
