Lv. 20 info

I have looked on the forums and couldnt find the info i was looking for. I am lv 19 smn at the moment preparing for my avatar fights. I was wondering which summons coincide with which town fame? Also if anybody knows who to talk to? I was looking around on the internet for info on who to talk to for the ifrit fight. I couldnt find it but someone told me you need win fame. Any help would be appreciated
