I hear people about how Elvaan dosent have good accuracy, I do miss a lot so any equipment for a lvl 14sam to use for ACC boost??

Not much you can do at level 14 besides pump up your DEX; try getting a hold of two Balance rings.

I'm an Elvaan sam and just hit lvl 21 earlier today. I used Leeping boots and 2x balance rings at lvl 14.

When I hit lvl 21, I also equiped a Spike Necklace. Overall I had +10 dex and I was occasionally missing, but only noticibly on the IT++ .....I think its the same with every race. I did notice a huge amount of crits ^-^ so it kinda makes up for it.

I've been saving for Emp Hairpin at lvl 24... theres another +3 dex. But I think the thing that will help more so is the Federation Tekko gloves at lvl 25. I think they give something like +3 Accuracy so.. I should do OK.

If you cant afford leeping boots, then you SHOULD do ok with just the 2 Balance Rings until you can get the Fed Tekko at lvl 25. Those 2 together should help alot, until RSE.

Lvl 14- Get balance rings

lvl 21, get a spike neclace

lvl 25 MUST GET Federation gloves, +3 accuracy/ranged accuracy!

lvl ? RSE pants give +2 dex, RSE body gives +1 dex, not recommended though

lvl 37 Jujitsu Sitabaki are +1 dex

Then sniper rings/Peacock charm you can worry about when you've got a million gil to blow :p

Anyway, in regards to the actual topic, I do believe that Jack o Lanturns are +10 Accuracy/R.Accuracy/Evasion. So, you might wanna try those. 3000 gil for 3 hours of 10 accuracy isn't bad, considering it's the same as 2 Sniper Rings.
