Go to the appropriate knight of the other nation and chat with him/her. You'll have the option of using your conquest points with them...at a premium, as you're an "outsider". It'll cost you double the points for the low end stuff and 8000-10000 more for the higher end stuff.

As a note, your nation needs to be ranked higher in conquest than theirs, or they'll just laugh at you.
