One thing an LS Ranger found about the actual Stat upgrades was that they actually can be done 4 times if the fourth is in the same category.
He is boosting STR, has the first three stages done (3+6+9).
For the last upgrade, all the other categories are blued out but it WILL let him put another set into STR for a fourth point, and it costs another 9 merit points.
