Elemental Staffs

Been hearing alot about these staffs lately (having not played for a good 2 and a half months)

They supposidly increase the power of the corrispoding element by 10%, meaning that this would hold true for debuffs as well. So would a set of Elemental staffs be worth looking into, or would my Mystic Wand do the same thing to the same effect(more int and mnd increases the effect of your spells).
