Paralyze only sticking about 50~60% of the time

I have the Enfeebling Torque and I must say that its worth the price because you land everytime or at least close to everytime without having a equipment change macro.

I've been hearing from a few people that +magic attack modifiers will help enfeebles land. Does this apply even to spells like Paralyze and Slow?

I can't use a moldavite earring yet, but once I can, I'd like to know if it's worth swapping one of those in and taking out one of my lovely morion earrings.
