I use macros to switch gear but would like to have certain items switch for certain spells, aka black nekercheif with spider torque for MB. I am not certian but isn't there a delay between gear switching and stat change? If so would I need to add a /wait x in my macros?

There is no delay beforehand, but the gear needs to stay on until after the ability is done to gain the effect.
so something like this:
/equip L.ring "Amber Ring"
/ja "Chakra" <me>
/equip R.ring "Bomb Ring"
usually won't work since you change the ring back before you actually complete the whole ability. SOme times it does, sometimes it doesn't. I'm guessing it's based on lag. But if you add a /wait 1 before the last line, it works fine.
