if yes, why not use both? Use the +ATK for regular hits, for the extra dmg, then toss on the +AGI to add the accuracy for a WS.
(or maybe you'd flip it, and use +AGI to nail your regular shots, then beef up ATK for the WS.)

I heard AGI is the last minute modifier for marksman WS. Don't know how true this is but assuming it is, would make sense to use Crimson for Bow and Seiryu for guns.

Well, AGI aslo plays a role in Archery WS's too, along with STR. The AGI might help to evade some hits just a bit (but since RNG have crap for eva. bonus, it'll take a lot of AGI to make a little difference.)

Get both. Crimson for Exp and easy NM's, Kote's for hard to hit HNM's.
Both can do what you want them to do. I personally use Kote's more often then I use my Crimson. I bring both wherever I bring my Ranger. Situational basically.

Use crimson for regular ranged attacks, swap S.Kotes in for WS.
From what I've have used and seen. Dex does effect ranged attack critical hits. Also STR does affect damage.
