For the part of the quest were it requires the moon to be full, what is the % ranger of fullness...lol fullness

Full Moon - Check a clock site. I posted about this before you could of found it via search. Itll say full moon and can be between like 95%-100% its a large window of time.

If mysterytour is back up you can check there they have two clock sites, if you do a quick google search youll find it.

I know a Full Moon starts at 90% Waxing, not sure how long it lasts though. I had to stay up late one night waiting on it, just to get a bow im not likely to use. <shrugs>
