(Iron) Arrows for Sale in Shops?

I'm from Bastok, and in the Bastok Market item shop, I can buy Iron Arrows at 8 gil per.

However, I can't seem to find a shop in Windurst that sells them.

Is there a list somewhere of which shops sell which arrows? And if not, could someone tell me where I can buy Iron Arrows in Windurst? (And San d'Oria, I guess, although I never go there)

Also, do the shopkeeper's wares change based on your level, or your rank in that city?

Iron Arrows are available in the City of the first place nation.

The shopkeepers equipment doesn't change based on YOUR rank or fame (but with higher fame, they lower their prices), but it does change based upon your Nations rank in the conquest.

I've bought some Iron Arrows in Jeuno, if that helps. I think the store there is conquest-independent.

Iron arrows are available in the weapons shop of the conquest nations ranked 1st and 2nd.
Silver arrows are only available in the country ranked 1st.
Wooden arrows are available in all countries at all times.
Iron arrows can be bought in lots of places in Jeuno.

Prices will drop (in your home nation) as your fame increases.
