It is crafted with high level smithing and some goldsmith, I don't know what level it requires to synth. Items required are:
Adaman Sheet x2
Darksteel Sheet x2
Gold Ingot
Tiger Leather x2
Mercury

it's "implemented" in the database, but not "open." meaning, there's no way to obtain it at this time.

just so u know, not everything u could find in the equipment database isn't obtainable.

while there never is 100% positiveness in this sort of quesitions, i can tell u this much; nobody in this game has ever reported of its exsistence, nor way to obtain it.

Yah its like the Ultima Sword. Its in the database but at the present time theres no nm that drops it. They probably made it than thought better of giving pld a chance of 45% damage reduction.

Its rumored on multiple sights that it drops from Adamantoise or the King Adamantoise called Aspidecholone. But its either a 1/1000 drop or its not on the loot table of Aspid.

aspidochelone is pretty gimped considering he's the king of the turtles. only thing that bugs me is his regen. But um I don't think it will be implemented just because Koenig is supposed to be the best breastplate for paladin and they wouldn't implement this because it would replace it, :/

But unforunately for us on leviathan hunting HNM is a total bitchwhore because whenever we go to camp something theres at least 5 other LS and over 100 people in the area with Voke spam coming noff their JP PS2 controllers with Autofire. You ever tried to fight Fafnir or Aspido with 150 people lagging the shit out of you? ; ;
