Magic Level Caps

Currently I'm a level 21 paladin, Healing skills are maxed (I cap them every level) at 61, Enhancing is at 29 (not capped) and divine is level 5 (Definitely not capped).

I was wondering if anybody knew the ratios or any formula to follow for capped level for Enhancing cause I've been leveling it up from 4, last night, to 29, which, I might add, is higher than some WHMs enhance And had this thought about maxing all magic skills or just the Healing and Enhance.
