Shield Bash nerf?

In beta I remember thinking Shield bash was worthless for anything other than hate generation since it would only stun about 10% of the time.
I gave it a try again this time around and I LOVE IT :. I can't remember when was the last time I failed to stun a mob. Its a neat tool to have when nobody has TP for a stun WS.
I tried it after the patch in Delkfutt Tower and it seems to work ok. Did they nerf it at all? They said "higher levels" and 26 is hardly it.
Some people were saying it was a translation mistake.

Actually the patch was translated wrong, the Japanese patch says Shield Break, where ours says Shield Bash.
