Yeah I don't think anything concrete was laid down concerning how bow delay and arrow delay work out. I recall Apple Pie saying that the testing he's read concerning ranged delay was inconclusive, but that it most likely was calculated differently than melee delay.
Also, if we are talking about pure experience rather than theory, I find it hard to believe that NIN can be a primary DD during the normal leveling course of the game. Sure, when you're 75 and killing VT weapons at 75, they may do some nice damage. At this point, the difference between a NIN's STR and ATK against the VT weapon's DEF and VIT is more considerable compared to normal leveling parties. As this gap widens, the advantage fast (read: dual wield IV+) weapons gain over slower weapons also increases.
However, when xping on IT and IT++, I hardly see NIN's doing damage at all. I partied with NIN's nearly all my RNG life, and they were very well equipped NIN's as well (scorp harness, good katanas, ochido kote or whatever... basically, rich NINs). We gave them march and minuet (sometimes madrigal depending on the situation), so both are offensive songs. And yet, they did such insignificant damage compared to the real DDs in the parties.
Deft and Toan were our (superb) NIN tanks. They did their job well, but notice the damage they contributed. One could argue that they did such little relative damage because there were multiple RNG in the party, but isn't this whole argument asking whether NINs can be good DDs in the first place?
But keep in mind this is on IT++ targets. If leveling and fast-chaining VT's are more your style (which tends to happen after the 70 hump), NINs become more significant in the damage department. They also start gettin their better passives and equipment and weapons... so, one could argue that they can deal considerable damage at extremely high levels. I can't say anything for sure on this issue, since I don't have any experience with NIN's at that level. But I think it's safe to say that, for the majority of a NIN's leveling career, their damage contribution to an ideal party will be insignificant at best and laughable at worst.
(I'm referring to NINs who mainly rely on katanas. Elemental Ni spam and shuriken spam is a whole other ballgame, and there are other threads with more knowledgeable people than I discussing those. Although I highly doubt that even 0.01% of the NIN population in FFXI uses shuriken spam constantly for leveling)
