    Whether this is right or not, I don't know, but I'd tend to agree with it. Mobs definitely get a lot more TP than we do... many tend to spam their abilities.
    read... I just posted this on Page 6 of this thread:
    ===
    1) We gain 5% TP when we are damaged by elemental spells while they gain 10% TP.

    Note: When we get 0 damage, we don't gain any TP. Neither do they.

    2a) When their HP is > 20%
    They randomly use their WS when their TP >= 100%.

    2b) Whe their HP is =< 20%
    They use their WS whenever they store 100% TP.

    3) How they gain their TP from our physical attacks?

    [TP(%) given] = [TP(%) we acquire] + 3%

    Note: Damage > 0

    For example, if I get 6% TP with my sword, they get 9% TP from my attack.

      Heh, just about every time I use penta, they return with an ability. I went for a coffer key in Ifrit's Culdron the other day. We stuck to bees near the zone. We didn't really have a SC, so I just did penta when I had TP. Just about every time, they returned with Final Sting ; ;

        TP seems to be a factor, but they still seem to be able to WS far more often that they should if they're getting knocked around with WS's. I know it's a factor, but I'm not so sure I buy into it being the only factor.

          I think some mobs can do some Weapon Skills at any time. Like Bees with Final Sting or Bomb types with Explode..

          They just have a trigger that near low HP and some random dice roll, that they will do it, no matter what.

            Probably what's happening is that the mobs build up full tp(100% or greater), then when you use your WS it has better chance to initiate what is described in (2a). So probably highly damaging attacks like a WS used by a player will increase the chance of mob using TP if already full. Just speculation, so unless the mob's class is SAM or something I doubt SE would put in specific code for certain mobs to be able to use unlimited TP attacks.

                Thanks for pointing that out, but what I was meaning to say is that if most XP mobs follow by this guideline, why would SE program only a few to be able to use TP whenever they want? If you look at that from a programming perspective, it would be very inneficient to have seperate formulas for each different category of regular mobs. OF COURSE NM or HNMs are different, they are meant to be hard, and many people have already admitted NIN will not be able to tank HNMs as well because of this nerf...
