Where to buy Raiton: Ichi and Hyoton: Ichi

I know it's been asked where to buy the elemental scrolls, and everyone simply says 'vendors in norg/neptune's spire/bastok', but the ones I've found sell only Katon, Huton, Doton, and Suiton. What am I missing?

Nothing drops the scrolls, hehe. Nothing... that I know of anyways.

i bought both of those scrolls in norg...the exact name escpaes me but it is somewhere in the area of the person who gives the Black market quest (northern furs, etc)

Thanks, I'll look around when I head there for my lvl 19 katanas. I didn't see any other scroll selling guys, but I must have missed him in my initial sweep of the NPCs. I did get that fur/mummy/etc quest, too bad I sold the furs I got back in qufim.
