At what level are you able to use One inch punch?

My monk is at level 20 and he only has 60 hand to hand weapon skills, it seems to go up only four per level, So I guess around level 24 or 25?

Someone gave me that site a bit back..for any skill, you can look it up on that page. It gives you formulas as well as a calculator for all weapon skills for every class. Neat-o.
