lightning ring

I saw a high lv DRG wearing a lightning ring the other day. It is Rare-Ex and gives +15 to accuracy, as well as -15% hp. I noticed that Sniper Rings +1 sell for about 2.5M and change and only give +12 to accuracy(if i remember correct).

Just currious if anyone knows what hoops of fire one would have to jump through to get such a ring?

It's from Ramuh, yes. It only adds +15 acc on Lightning days, so it's not really all that.
