IMHO: It depends on the distance from each other in which the duel starts because it would be whoever gets the Silence, Sleep, or Stun spell off first and make it stick.
I am thinking BLU would win in close range because they have the AoE stun spell (Something Tail) which would wipe shadows and stun the RDM. Then the BLU could either go into a stun lock sequence or cast silence.
I would think the RDM would win in long range because of Chainspell to diaga to silence.

BLU has at least 5 stun spells, silence, AoE flash etc etc...
Not that RDM is in anyway a pushover, but BLU is better geared up for offense.
And yeah distance totally matters big time, as the only way a RDM is going to get silence off on a BLU is if he's far away enough to have the time to wipe shadows and get silence in before being stun locked into submission. Also 2 hours are cheating
EDIT: Forgot BLU has native AoE sleeps, RDM does not. BLU wins.
