Yes, please use them, but don't go overboard with them. Cast them if you have the mp and time to spare. If you're running low on mp, save it. If you're building too much hate during fight, save it. If casting your enfeebles makes you miss casting on MB, save it until you can time it better. Generally though, yes, please cast.
Most times I use Choke and Burn, to drop VIT and INT. Depending on mob type and tank, I may use Drown/Frost if NIN tank or Rasp/Frost if PLD tank.
The elemental enfeebles are a very good use of MP, and like Paralyze, Slow and what not will end battles sooner, and they cause a minimal amount of hate. It's better for a blm to cast 2 or three of them after the tanks first voke instead of a nuke right away. BLM also has a large MP pool where a total of 75MP quickly becomes a drop in the bucket and can rest at times other party members can't.
A lot of BLM I've partied with don't cast them often, so when I'm RDM I have Shock macroed in before Paralyze. When I'm BLM I usually cast Frost and Shock.
I can't think of a situation where MP would be too tight for you to toss out an Elemental Enfeeble or two at the start of the fight. I always lead off with those and then move into nukes.
As for the situations where you shoul;dn't toss out an enfeeble...
50 Mp isn't much, but when you hit late game, and your resting is 2-3 more than the last tick, it adds up. When you'de normally be getting say 50/10 secs, you would have to get up, cast, sit down to heal MP again... Which takes 10 secs to cast and 20 to get your first tick, which is a lot lower than what you would be getting.
That makes perfect sense. I'd hope by that point a BLM could use his or her judgement to best utilize their MP. I have to say if 50 MP was going to make or break me at that point, I'd have more to worry about than enfeebling though.
I use them all the time on rdm/blm, they add to my enfeebling arsenal nicely. Blm are stronger at casting them though, and as a rdm I have little time for extra duties <.< So please cast these, you can enfeeb better than a redmage for once ^^
Usually I just use frost(AGI) for melee accuracy and add shock(MND) if my enfeebs are resisting or wearing fast. I see blm use burn(INT) before a skillchain/mb often. In this case, don't bother with frost, you can stack choke(VIT) for the melees and shock for the rdm OR burn+rasp(DEX), which I think is the least useful.
If my enfeebles are sticking solidly, or the nin is taking care of things well I can use the full three, either frost-drown-rasp for a melee heavy party or burn-shock-choke for a mage heavy party(rare). If I have a blm, I'll let him cast the initial ones and cover any resists/wears.
The spells aren't cheap, so its rare I'll cast all three, and rarer that i'll bother (or not be busy enough) to recast, but with a whm/rdm/nin setup it happens often enough. Mostly I just stick frost, that way I can keep it on, and sometimes shock. I imagine a blm would prefer burn-choke for bursting power and a little something for the melees, and throw in a shock for enfeebs if needed.
Oh yea they should be used in experience parties, some endgame parties they are not needed, but on the way up they are essential.
If a mob is a wizard, burn it always.
If a mob has super high evade, frost it always.
I remember a time experienceing off of crawlers in the Tree where the melee could hardly touch the mobs unless I frosted them. So then frost alone helped bring that much damage, helped the party function at that time.
Also they work even if your enfeebling is low because they are elemental based spells and stick better if used with elemental staves.
