My friend has ~75ish goldsmithing. The best he can make per day is 100k. It costs 1 million or more gil for 1 level of skill. I think I'll pass.
And yeah, you take Ice Ore and turn it into Ice Bead. That requires a minimum skill of 84 goldsmithing. Then, you take the Ice Bead and turn it into an ice staff. That requires a minimum skill of 71 wood working.
Generally, trying to get the staves crafted isn't a good idea. When I got my dark staff crafted, one, I could almost have 2 dark staves crafted for the price of buying one regularly, and two, I had a friend with 98 wood working. So I only had to worry about the 10% failure rate on getting the bead crafted. Normally...I wouldn't risk that much gil on 2 chances for failure. But if you have really high level goldsmith friends, by all means, go ahead
On midgardsormr, the highest level goldsmiths are Dalce, and whoever runs the mule "Ccccccccccccccc". Last I heard, Dalce had hit about 90something goldsmithing, and had several of the GS items.
