Resisted spells & hate

I've seemed to notice that regardless of whether or not my spell does full damage or next to nothing I seem to get the full aggro from the spell and can draw a big load of hate.
Is this true? Or am I being daft?

hmm...i can't say for certain, but i don't think it does. it seems to me that aggro gain is in proportion to damage dealt...here's an example

sometimes when i'm in an area and fight mobs i'm not familiar with, i'll try to figure out what element(s) the monsters are weak against...like when i went to quicksand caves today, we were fighting anticans. they seem to be weak vs aero, but i didn't know...i thought they were weak vs blizzard (crawlers and beetles, are, they're all insects so i assumed) but my blizzard II only hit for ~ 60 damage...right afterwards, i casted aero II which hit for 190...normally 2 II spells in a row would draw aggro but since it didn't, i'm pretty sure aggro gain is proportional to damage dealt. this is just one example btw, it has happened many times.
