Maat is, from my limited understanding, part of the level 70 level cap break quest -- or Genkai as it is more commonly called.

Beating him entitles you to progress to level 75. Maat, who resides in the Rularde (sp?) Gardens in Jeuno, fights you based on what your main job is, so if you are a BLM, so is he. To beat him you have to show surpassing skill in your job, so for BLM I guess you just nuke him better than he can nuke you For WAR, you have to melee him to death, for Bard you just have to sing songs at him, etc etc etc. I think WHM just sits there and cures or something.

Red Mage is deemed the hardest as with your mana pool, Aero III will do barely enough to kill him. Supposedly it depends a lot on your race, but with expensive items (like ethers and hipotions, etc) most everyone will probably win eventually ^^

Finally, you have to solo Maat, no help, and also from what I understand, your subjob gets reduced to 0 as well.

from what i've heard, blms get the easiest maat kill tactic.

just start off casting Flood, cast Elemental Seal -> Sleep II, use Manafont, cast Burst, cast a big III spell.

edit:

regarding RDMs...i haven't heard of a RDM who's killed maat without spending millions on potions...

my ls leader's lost multiple times to Maat, due to Dream Asura...2 of those finished him

I haven't heard much about Maat, but I know he is very difficult to beat, and that was amazing.
