How does INT & the Elemental skill affect damage from stone/water/aero/fire/blizzard/thunder spells?

Here's a related question:

Which of the following raises damage output the most?

INT +12 (Mythic Wand +1 and Astral Aspis)

or

INT +5, Elemental magic skill +10 (Aquilo's Staff)

Also, does anyone know the crafting requirements to synthesis an Ice Staff (HQ = Aquilo's Staff)?
