How does the Warp spell work?

What level to black mages get it? Do any other jobs get it? Do any other jobs have something similar? How does it work? What are alternatives to using it?

Warp spells: Dezone (lv17) Dezone II (lv41?) Escape (lv30?)
Dezone transports only you back to your homepoint, dezone2 transports individuals in your party, and escape transports your entire party outside of a dungeon/level up area. These are all blm only
