Can my black mage look like this?

I've only seen this black mage look on the Elvaan. How are they altering thier apperance and is this possible for all races?

They are not PC's, they are enemys

those are elvaan ghosts warrior ghost and dark knight ghost I believe.

anyway I like that purple armor a lot but can't find it anywhere : /
