I'd say looks like Scythe from the way the hands are.

Use a Scythe on the modelviewer, if it's a 4x swing thingy, then that's Guillotinne.

Staff level 215 I Believe

It's Staff skill 230, and you have to be level 71+ and complete the quest for it from Shantotto in Windurst Walls.
