Genkai 4 quick question

A friend trying to finish genkai 4 needs the location of the Caretaker Dalzakk quest for Bastok I believe it is. Anyone know off hand been trying to search and cannot find NPC or location.

This should be in the quests section.. and youcan searcb the answer there. all genkai 4 realted are there.
