How do I go about getting Rank 3 missions

Here's the scoop I've been Rank 3 for about a week now, on my Status screen it says I'm Rank 3, and I can't get any of my missions. I've asked people in game and they keep saying I talk to the same guy as always to get them but he just gives me a list of missions up to mission 2-2. So is there anything I need to do or get to get this guy to give me my missions or am I just crewed over on this one.

At some points when you are doing Missions, you need to trade crystals to the Guards that cast Signet on you.
after you trade enough, you are told you do not need to trade any more, and you should be able to get new Missions.

You can also repeat earlier missions to increase your rank bar.

For example, I always end up with an orcish axe after a farming session in Ghelsba (I'm from Sandy). So, instead of selling it, I sign up for mission 1-1 and immediately turn in the axe to complete the mission and increase my rank bar.

I don't know if the other nations have an easy mission like Sandy but I would think they do.
